It’s the first time that Guterres has invoked Article 99 of the U.N. Constitution, which states that the U.N. secretary-general “could deliver to the eye of the Safety Council any matter which in his opinion could threaten the upkeep of worldwide peace and safety.”

Dujarric added that Guterres hoped the transfer would ratchet up the strain on each the council’s 15 members and the worldwide group at giant to demand a cease-fire.
